Put the bagger in. Describe the bagger, click the option saying that the badge was covered. And answer the questions about the bagger. There isnt any narrative, just answer the questions.

The bagger was not there when it was her turn so she was not the bagger. They want to know your encounter with the bagger.

i would report this as “bagger not available”, and at the end of the report leave a brief note that would say “bagger left during my transaction”.

Isn't one of the options that there was a bagger but that person left before the shoppers transaction began?
I personally would be annoyed that 'my' cashier was distracted by a co worker wanting to chat.

I've found lately that everything I do a full service shop with a bagger, they leave my line -- I think because they see how few groceries I have, which means the cashier can easily bag the items without taking a lot of time. So the bagger goes to help at a busier line.
I have standing there with 3-4 items in between customers with ginormous carts filled to the brim. It practically shouts "I'm a mystery shopper!"
I do wish they had kept the option of "bagger was there when I entered the line but moved away before my transaction was finished."
