Guessing it depends on the contract between MSC and client.
It would appear that the company doing gas stations is committed to shopping all locations for the various brands, and open ones will continue past deadlines with ever-increasing bonuses. I live for gas station loops to remote areas, and have enjoyed my highest-grossing months thanks to bonuses, often some crazy big. I had a gas station/grocery store and a gas station debrand that both paid $100 for about 20 minutes onsite.
Other companies indicate they have a quota of locations to fill, and open shops will go away once its met.
Those would seem to be the two extremes, with others falling in the middle?
