The answer to that question depends on one's quality of work, so I would disagree with your assertion that "all" is worth more than $12. Some people do crappy work, don't actually check all the pumps or interior parts of the c-store. Those people are not worth even $12 per job.
Last night, excluding my truck stop shop for another MSC, I made an average of $32.67 per hour doing nothing but E/M site experience and lighting audits. I could have done better than that if I had stayed hyper local, but I got a late start and decided to do the locations that were still local, but furtherest from my home.
I live in an area where there are mostly only service type jobs. I can't use my college degrees here. I'll gladly take $32.67 per hour for work that is not difficult and that I enjoy.
