The only time I've used a self-checkout at Costco is at the food court. I only did it once, and I don't remember if I had to use my membership card at all. You're still required to use your membership card when you check out with a cashier. None of that has changed. The only real change I see since renewing my membership is the scanners at the door and the self serve kiosks at the food court.
I'm not a fan of the ordering system at the food court, which is why I only used it once. But like the pharmacy, Costco has never made folks use their card at the food court. Some of the stores in Southern California have the food court outside, and there are a lot of non-members that go there for lunches.
