Are they sending back the report, or is it just they haven't gotten to it yet? A shop with a hold will remain in hold status until an editor looks at it, which could take several days. You can still open the form during that time and make more changes, unlike most other MSCs. It does not mean the shop was sent back to you a second or third or fourth time. Unless the editor has changed the notes at the top of the form, it just means be patient.
