Can you negotiate with Presto?

If a shop is really far away and you would like to put in an offer on it, can you and how do you do it?

Go directly to the MSC and figure out who the scheduler is. (Presto is not the actual MSC. Rather, they advertise shops for many MSC's.) Email the scheduler with the request.
