I've never heard any complaints about IPSOS not paying. I've shopped for them for 10 years and never had a problem (well, had a problem last year, but it was not IPSOS' fault, it was mine).
And I had no idea we even had ratings with them.
Perhaps OP should talk with someone at IPSOS to see how to improve that rating.
