If I don't know who the project manager is, I just email their general email box, and they will forward it to the correct person. They always do for me.

I did the same and ended up getting a reply from Germany, stating my outreach had been forwarded to the US- with no reply from anyone in the US.
Was hoping someone here had a name or contact info.
