When you get that screen, back up using your browser arrow and do the questions again. You'll find that you may be eligible for the shop after all. I've made a mistake before, got the ineligible screen, backed up and fixed it, and got the shop. Try it!

Yes it seems it was a temporary glitch, meaning somebody in programming screwed it up.
