Since you have access to the ship guidelines, does it mean the shop is already assigned to you? If so, you should be able to find out who the scheduler is by clicking on the contact link for your assignment.
I had a shop today with no scheduler listed. I e-mailed a different scheduler, with whom I had worked, and asked her. I got a prompt reply, and she forwarded my e-mail to the correct person, and that person also replied.
