I haven't done a NOJY project in a while. I've seen them done for and by different companies so no telling which company it is now.
The first company was only paying $12 a job and held strong that the jobs should only take 15 minutes. It was true for well-run stores in the more rural areas, but the ones in the city were unorganized mostly due to lack of storage space.
There was one store near a major college that was a mess. There was product under the display, over the display, under the counter, and in the back room. One item had about 450 units in stock. The following visits were not as bad because I left them organized but that first round was not worth it.
I don't know which company you are doing it with, but even without the scanner, the job could be submitted. There was a scanner not available notation for the on-hand count. You could still enter the ones you counted.
As far as the annoying app, I made my own data collecting sheets that fit 3 to a page. I had columns that made it easy to see if the reported and actual on hand numbers matched. I would write all the data on the form and then sit in my car and enter the numbers so I would be behind the counter as little as possible. The data collection form cut my time in half. I use the library to print for free but if you wanted a reusable form, you could print one form and put in a sheet protector and use a dry erase or vis a vis marker. I used to make my calendar that way, just needed 31 days plus a few extra for assignments over a month out.
There were instructions about how to log into the handheld. I printed those out and always brought them in the store because it helped when you had an employee that did not know what you were talking about, you just show them the picture. I got to where I just asked them to log in and I could do everything else.

This is actually merchandising, not a mystery shop per se. $20 is actually pretty good pay compared to my merchandising "day job" unless the job is far from home and/or runs over an hour (rare on the NJOY assignments, when I did them a while back).
