I do think it is used to verify the time, but I've taken on my way out and it has been approved no problem. I take my photo from either the road that comes out of the shopping center that is across from the Sonic, or I park in the shopping center lot, get out of the car and take a few steps up the embankment to get the photo. I make sure no cars are passing in front of the Sonic, but I never crop the road out of the photo. The only issue I ever had was when I forgot to take the photo. I was able to go grab the photo while I waited for the report to be returned to me.
I resubmitted and there were no issues.
I know of only one MSC that cans shoppers for no reason and often without notice, and it is not the one what has Sonic.@amberng wrote:

Top Hat, that was the name before they changed it to Sonic. If memory serves me, the Top Hat location in Shawnee was the oldest building, but it was re-branded to Sonic after the Stillwater location.
