Annual Free Credit Report? Not Free Anymore?
The Fair Credit Reporting Act is Federal legislation. I can't find anything about it being amended or repealed yet this year. What they quoted you is the eligibility to get a second free credit report in the same calendar year if I've read it right.

I am hoping it is some kind of error, but that last time I received my free copy from Equifax was September of 2014.

"You are entitled to one free credit file during any 12-month period regardless of your state of residence if you are: - Unemployed and intend to apply for employment in the next 60 days. - Receiving public welfare assistance."
It has a list of other states, where it is free, about 10 of them and a few other states were the fee is different than the $11.50 and it refers to the $11.50 as, "A reasonable processing fee..."

Here are the links I used. You may want to check with them again to be sure nobody has requested one within the last 12 months in your name. If they are violating the law I'm sure you can find a way to report it on the FTC website.

I just sent letters like I normally do, but it looks like things have changed and I will do it on the web in the future.
Discover will give you your Experian credit for free via their dashboard, whether you have an account or not. Credit Karma will give it to you weekly for the other two. Mint also gives you a free credit score quarterly when you use their budgeting software on your phone.

On my Discover account, it's a TransUnion credit score.
AMEX give me an Experian score though.
Very infrequently shopping the Greater Denver Area, Colorado Springs and in-between in Colorado these days.

Great advice, Tarantado! I usually get all three at the same time. I will spread them out now.

Some credit unions and credit cards offer the scores for free as well. NASA Federal Credit Union offers it free for members; and Chase Credit Cards offer it free for card holders.

Just and update, my other two reports came in the mail, without any problems.
BoA offers it free. I get monthly updates and a tracking graph. They view it as a consumer education item and include info about how the score is derived and what may be influencing the score and any changes in it.
