What state are you in? Even in the most downtown of downtown areas, I was always able to request and receive a water cup at every single Chipotle location I've ever been to....

I don't see why having one person building your burrito would be a problem. Sounds a lot easier that way, but I'll wait to see the guidelines. If they have chip remnants on the tables from bagging them there then they deserve to be dinged. They should be ready when it's time to open. When I did my training they started taking customers at 10:30 which I thought was odd. About 5 people showed up between 9 and 10 AM trying to order food, but they told them they weren't open yet. I don't think I would want Chipotle that early in the morning!
