..or am I just unlucky?. I've applied for 5 phone shops that require making a reservation at a hotel restaurant. I am not local to the hotel but the information does not indicate that is a requirement. I see several of the same shop still on the board so I assume there isn't an abundance of applications.

I have conpleted lots and lots of shops and have a 96 rating. I have not been assigned shops for a while now. I asked them, and got an email back telling me they have 30,000 shoppers and I need to keep on applying.
The secret is fitting the demographic they're after. You're not really missing out, though, unless you shop for lifestyle elevation.

I applied for dinner/drinks at a whiskey restaurant in a hotel lobby in my town, and was picked. I might have applied for 2-3 things (one in seattle, maybe 2 in Portland)... it probably had to do with how soon I was available. the report was pretty extensive. i hope this leads to travel type shops. those are my passion! bbusinesssolutions gave me a hotel right away, first application, brand new shopper with them. I would think it's a scheduling fit and maybe your writing sample on your app gets scored and you can be a more competitive applicant but I have no idea.

I was a regular shopper for them until one of the scheduler's daughters started working there. Now I apply and the shop sits there unassigned for months. It's a mystery to me.
Shopping domestic and international locations since 2003.
I used to do 2-3 phone shops per month for them for a major restaurant chain. Then they dropped the fee from $15 to $10. Not worth it to me now. I wrote good reports too.
Just keep trying though.. took me awhile to break in!!
