I know I'm late to the conversation here, but I had the same problem with some of my reports over the last few weeks. I emailed them to my scheduler with the job info and an explanation, and she seems to have forwarded them to the editors without a problem because I never heard anything about missing receipts. I just selected "no" for the receipt question, put an explanation in the text box below, and did that. So that is an option if you get stuck too!
