One can assume this means exactly what it says: "To make your total pay $17!" They are saying this is what you will receive, if you complete a successful shop. They aren't going to say $1 +$12+ $5. I don't see that the description is "misleading."
Now, if they said, "$150 for Mall Shop!" and then you read that you must visit 15 mall stores in the mall for $10 each (true shop actually ).... you can still see their angle. It still tells you what you will receive. I don't find it misleading either because you will receive $150 for successful completion of shopping 15 stores in the Mall. It's just a shortened version.
Finally, the average mystery shop (unbonused) pays between $10 and $15. So, you know when you read the email, if you see an "IKEA shop for $75!" (as example) then you are going to work your behind off for the money..... It's just common sense to me.
