I believe your last comment is closer to the truth. In fact the shops are assigned quickly, but an application by another shopper is not deleted until the shop is complete. That way, you are a back-up for the first shopper.
Also, I had done a number of shops in January for Beyond Hello for a particular client - same shops that I had done for Mystery Researchers. These shops had been assigned quickly to me. In February, they sat in pending, so I sent an e-mail though one of the completed shops to the scheduler, asking if there was a problem. There was, it got fixed, and I was assigned the shops. I had another set of shops that I had done for Beyond Hello that I could not get assigned, so I sent that scheduler a note, through a completed shop, asking for help. Same thing - someone had put a note on my file that I had insurance, therefore could not complete the shop. This second scheduler fixed it, and I got the shops.
If you know you are on solid ground, I would say, contact the scheduler, though a previously completed shop. If you have not done a shop before, wait, see if you get assigned, then delete the pending shop when time is running out for you. If you consistently request shops with each round, the scheduler will see that, and eventually try out a shopper that has not worked the client previously.
