This is clearly a problem with whatever telephone service provider either Capital One and / or Maritz uses. I encountered this type of "crossed circuits" issue before. It happens. It has nothing to do with either Maritz or Capitol One. No, it is not good from a practical sense, but it is not the end of the world. Businesses can actually buy insurance against this sort of thing - it is called business interruption insurance - and loss of phone service is one of the many covered risks.
