Unless who you talked to referred to the Customer Experience Reference Guide and not to say that they would lie, I question the usefulness of what someone tells you over the phone. (I'm assuming here that you talked to someone and did not get those instructions via Email.)
In the CERG, the instructions specifically state that you "Make sure the photo is of a complete view of the restroom". Although proper photos in the guide show a toilet, they also show a sink or, a partial sink and the toilet.
What I am saying is this; Someone could interpret the "higher up's" instructions as needing only the toilet photo, so they take multiple toilet photos, nothing else. Then later find it being put on hold, asking for a photo of the sink.
Your method of taking a photo of each side makes more sense to me than the "higher up's".
