If there was a trust in place, there are procedures spelled out and all i's have to be dotted and all t's have to be crossed. If the estate goes into probate, it's even more complicated and could take years.
In either case, the trustee, executor, or administrator is required to 1. Notify all known or potential creditors in writing and 2. Publish a "notice to creditors" in a legal newspaper of the county in which the decedent resided.
EDITED TO ADD...I would try sending a letter via certified mail directly to the NSS office address listed on their website. Include all shop information (shop number, date shop was performed, amount due to you, etc, etc). If you have a copy of something showing the approval of the report for payment, include that also.
I would assume that all mail going to that location is being forwarded and that would at least provide proof of your claim as a creditor.
